II. Scope of Statistics

Prior to 1984, the rural industrial production run by villages and units subordinated to villages was classified as agriculture. Since 1984, it has been grouped into industry.

Before 1999, industrial statistics coverage was divided into six parts by registration type, i.e. industrial enterprises at the township-level and above with and without independent accounting, village-run industry, urban cooperative industry, rural cooperative industry, urban individual operated industry, and rural individual operated industry (village-run industry was not included in the industrial statistics before 1984).

2000-2006, the scope of industrial statistics was grouped by enterprise scale instead of registration type. From 2000 to 2006, industrial enterprises fell into two classes. One class includes all state-owned enterprises and non-state-owned ones with annual main business income of RMB 5 million and above (ˇ°above designated sizeˇ±), while the other class covers all individual operations and non-state-owned enterprises with annual main business income below RMB 5 million (ˇ°below designated sizeˇ±).

2007-2010, industrial enterprises fell into two classes. One includes corporate industrial enterprises with main business income of RMB 5 million and above (ˇ°above designated sizeˇ±), the other includes corporate industrial enterprises with main business income below RMB 5 million and all individual operations (ˇ°below designated sizeˇ±).

In and after 2011, industrial enterprises fell into two classes. One includes corporate industrial enterprises with main business income of RMB 20 million and above (ˇ°above designated sizeˇ±), the other includes corporate industrial enterprises with main business income below RMB 20 million and all individual operations (ˇ°below designated sizeˇ±).

III. Source of Data and Methods of Survey

Data on industrial enterprises in this chapter were provided by Beijing Municipal Bureau of Statistics and NBS Survey Office in Beijing. Data on industrial enterprises above designated size were gathered through complete survey, and data on those below designated size were obtained through sampling survey.

IV. Changes in Relevant Statistical Standards

(I) Classification of Industrial Sectors: In this chapter, classification of industrial sectors during 2002-2011 was based on the Standard for Classification of National Economic Sectors 2002 (GB/T 4754-2002). Standard for Classification of National Economic Sectors 2011 (GB/T 4754-2011) began to be enforced in 2012;

(II) Classification of Enterprises: Before 2010, small, medium and large-sized enterprises were classified by standards of Measures for Statistical Classification of Small, Medium and Large-sized Enterprises (Temporary). Since 2011, the classification of micro, small, medium and large-sized enterprises has been in line with standards of Circular by National Bureau of Statistics on Printing and Issuing the Measures for Statistical Classification of Micro, Small, Medium and Large-sized Enterprises (G.T.Z. [2011] No. 75).

V. About the Adjustment to Historical Data

In accordance with the unified requirements and methods of the National Bureau of Statistics, data on total output value and added value of industrial enterprises above designated size were based on results from the ˇ°first national economic census in Beijingˇ± after revision through the ˇ°trend deviation methodˇ±. The time span of the revised data is from 1993 to 2003. The first economic census was carried out in 2004 and the second in 2008, and the third in 2013.
